Even though common sense says to leave the area when this happened, they are just now warning the people of this?

How long will it take for them to shut it down to the point of ending a possible disaster, or are they just trying to save the nuclear power plant?

By flushing them with salt water will ake them unusable in the future, salt ruins them but it is a last ditch effort to cool with what water they can get, added to the salt water Boron that disrupts nuclear chain reactions.
