Crist wants BP to pay for property losses, Pensacola News journal, July 22, 2010:

Gov. Charlie Crist authorized property appraisers Wednesday to calculate lost real-estate values caused by the Gulf oil spill, so homeowners and businesses can send the tab to BP. … the governor said “an interim assessment will give homeowners the documentation they need to hold BP accountable.” …

“It basically gives them a down-and-dirty value that they can use, in turn, to send to BP for a claim,” [Escambia County Property Appraiser Chris Jones] said.
