In the wake of Tropical Storm Bonnie, "Oil began to seep into fragile ecosystems that had been relatively unscathed; the black blotches were visible in the waters off St. Bernard Parish, just east of New Orleans's French Quarter, The Wall Street Journal reported," according to Fox News.

A St. Bernard Parish spokeswoman said, "We can't do anything about it."
